WHAT THEY WANT
(Summarized from the RFP)
The City of Salinas Public Works Department is seeking to retain up to five on-call consultants to provide public works inspection and construction services for upcoming infrastructure projects over a five-year term (2026-2031). The City has identified a need for on-call inspection support tied to the long-range planning and development framework guiding build-out of its Future Growth Area, and selected consultants will help ensure that all construction activities comply with regulatory requirements. Work is assigned by work order; consultants may be asked to submit project-specific proposals or attend interviews, and more than one project may require services at the same time.

The RFP requires proposals to be submitted electronically through PlanetBids, but Section 8 directs consultants to mail the fee schedule in a sealed envelope. Please confirm whether the qualifications proposal should be uploaded to PlanetBids and the fee schedule submitted by mail. If so, must the mailed fee schedule be received by the October 20, 2026, proposal deadline, or is a postmark by that date sufficient?

Under Project Team, the City is requesting key staff that include a Civil Lead, Traffic Engineer, Environmental, Survey, Hydrology, and Geotechnical Lead. As this contract is for Inspection services and the key staff are mainly design oriented, please confirm that the city wishes to have these services under this contract.

Could the City please clarify the required Key Staff roles? Page 8 of the RFP currently identifies the Project Manager, Civil Lead, Traffic Engineer, Environmental Lead, Survey Lead, Hydrology Lead, and Geotechnical Lead.
