WHAT THEY WANT
(Summarized from the RFP)
The City of Carlsbad is seeking a consultant to perform a citywide pavement condition assessment and update its pavement management database, which now runs on OpenGov after a 2025 migration from Lucity and syncs nightly with the City's ArcGIS Enterprise pavement segment layer. The last inspected condition data dates from 2020; since then scores have been updated only for resurfaced streets or projected from Lucity performance curves. The City wants fresh, field-inspected data to drive budgeting and prioritization of pavement projects for the coming fiscal years.

Please clarify the City's acceptable methodology for the automated sign retroreflectivity measurements required by Section 5.5. Is the City expecting quantitative retroreflectivity measurements from a specific commercially available vehicle-mounted system? If so, please specify. If such measurements cannot be obtained at normal pavement-survey speeds, would the City accept an FHWA/MUTCD-recognized alternative, such as nighttime visual inspection, handheld retroreflectometer measurements, or a combination thereof, with the required 1% manual QA/QC verification?

In RFP Section 5.2, the PCI is described as having a value between 100 and 10. Per the ASTM standard, PCI can be lower than 10. Can the City please clarify?
