WHAT THEY WANT

(Summarized from the RFP)

The County of Orange Probation Department is seeking a community-based provider to deliver the Active Recidivism Reduction Initiative Via Engagement (ARRIVE) program to youth on probation who are at high risk of reoffending or violating the terms of their supervision. Participants are youth subject to a Welfare and Institutions Code 602 petition, together with their parents or caregivers, who typically exhibit criminal thinking, trauma, substance abuse, school or learning issues and behavior beyond a caregiver's control, but who do not need the full-service programming of WRAP OC or have a primary mental health diagnosis.

The Q&A states that "Only Docusign signatures will be accepted." Can you please clarify whether this requirement also applies to documents requiring notarization? California notaries are not yet authorized to perform remote online notarizations through DocuSign or similar platforms. Since a notarized document is required, would a traditionally notarized document with wet signatures be acceptable, or is there an alternative process the County would prefer vendors to follow?
