WHAT THEY WANT
(Summarized from the RFP)
The Washington Student Achievement Council (WSAC) is seeking a qualified consulting firm with expertise in Islamic finance, Shariah compliance, investment analysis, and/or higher education savings programs to conduct an independent assessment of the state's GET Prepaid Tuition Plan (GET) — a 529 prepaid tuition program — to determine whether it may reasonably be considered a Shariah-compliant education savings option for Muslim families. This solicitation was prompted by constituent interest in making a Shariah-compliant education savings option available through Washington's 529 plan offerings, and by the WA529 Committee's adoption of a New Investment Inquiry Policy that requires a formal needs assessment as a first step.

WHAT OTHERS ASKED
4 questions answered
▶
During our meeting I asked whether the objective of WSAC was to validate the existing program and consider adjustments like a second portfolio. I have an example of the UK’s Universities Superannuation Scheme which has a standard portfolio and a Shariah portfolio among others. Alternatively, would WSAC consider adding a new portfolio or portfolio manager to expand choices for potential members.
