Assessment District Engineer’s Report for Fiscal Years 2026 Through 2029
The City of Richmond Public Works Department is seeking a qualified consulting firm to serve as the Assessment Engineer for the Hilltop and Marina Landscape Maintenance Assessment Districts for fiscal years 2026 through 2029. The selected consultant will be responsible for preparing, updating, and administering annual Engineer’s Reports in compliance with the Landscaping and Lighting Act of 1972, Proposition 218, and applicable municipal and state regulations. Key responsibilities include identifying benefited parcels, calculating proportional assessments, preparing assessment rolls, maps, and legal documentation, and coordinating with Contra Costa County for tax roll inclusion. The consultant will also support public hearings, defend methodologies, and provide ongoing updates to reflect parcel changes. Additional services may include support for Proposition 218 proceedings such as ballot preparation and tabulation. The contract term is three years with optional extensions. The work requires strong expertise in assessment district administration, public finance compliance, and stakeholder coordination.
