Under Organizational Capacity, the RFP asks respondents to: Provide an annual training plan for all program staff (employees, volunteers, and/or subcontractor(s), consultants, other professional staff, etc.). Training plan should include all required trainings from Exhibit A. We do not see a list of required trainings in Exhibit A. Could you please share those with us?

The RFP states three different start dates for the Initial Term: Key Information describes a six- month base period; the Payment Schedule shows an Initial Term of 1/1/2027–6/30/2027; and the Draft Agreement 1.3 states the initial term begins December 1, 2026. Which is correct, and what is the anticipated contract execution date?

Regarding the Small-Local Business Subcontractor Utilization Plan (PC611) and the 3% requirement: If the prime Offeror is a certified California small business located outside San Diego County, does the 3% Small-Local Business subcontracting requirement still apply? If so, will subcontracted community partners that are San Diego-based nonprofits count toward it?

Section A.1.1 states the County anticipates awarding one contract per Lot. May a single Offeror be awarded more than one Lot if it ranks highest in multiple Lots? And may an Offeror serve as prime on one Lot and as a subcontractor to a different prime on another Lot?

Regarding Section C, Organizational Capability, Experience and Qualifications: For an Offeror based elsewhere in California with extensive BHSA/MHSA community planning and engagement experience in other counties, will the County consider San Diego County-specific experience demonstrated by the Offeror's proposed San Diego-based subcontractors or community partners toward this criterion? Or must that experience belong to the prime Offeror?
