WHAT THEY WANT
(Summarized from the RFP)
The City of Madera Engineering Department is seeking a consultant to develop a Comprehensive Local Road Safety Plan, with the goal of eventually eliminating roadway fatalities and serious injuries on City streets. The plan must satisfy every component of a Comprehensive Safety Action Plan as described in Table 1 of the FY 2024 Safe Streets and Roads for All Notice of Funding Opportunity, including geospatial identification of higher-risk locations across the City's roadway network. It must address all users - driving, walking and biking - guided by the FHWA Safe System approach, and position the City to compete for implementation grant funds, ideally completing in time for the next Highway Safety Improvement Program cycle expected in June 2028.

HOW TO SUBMIT
No proposal will be considered for award unless properly and successfully submitted through the City's PlanetBids vendor portal at https://pbsystem.planetbids.com/portal/54016/portal-home. All submissions must be a single document containing every required item as outlined in Section V of the RFP. No cost proposals are submitted at this stage, as this is a Brooks Act qualifications-based A/E procurement. The proposer is solely responsible for on-time submission; the bid management system will not accept late proposals and no exceptions are made. Successful submitters receive an e-bid confirmation number with a time stamp, and the City receives only submittals transmitted successfully. Do not fax or e-mail. For technical difficulties during upload, contact PlanetBids support at support@planetbids.com or (818) 992-1771, Monday to Friday 7:00am to 5:00pm Pacific. All questions must be submitted in writing individually, not combined or in paragraph form, through the portal's Q&A tab; no verbal requests are accepted and none may be directed to individuals named in the document. Addenda are posted under the portal's Addenda/Emails tab, and proposers are responsible for checking for them.
