Development and Implementation of a Groundwater Use Management Program Action Plan for the County’s Non-District East Management Area in the Modesto Groundwater Subbasin
The County of Stanislaus is seeking a qualified hydrologic consulting firm to develop and implement a Groundwater Use Management Program Action Plan for the Non-District East Management Area within the Modesto Groundwater Subbasin. The selected consultant will conduct a comprehensive technical review of existing groundwater allocation methodologies, demand management strategies, and prior technical studies. This includes evaluating assumptions, modeling approaches, and stakeholder input associated with groundwater sustainability efforts. The consultant will provide recommendations to establish an equitable, legally defensible, and technically sound framework for groundwater allocation among affected landowners. Additionally, the project requires development of regulatory, administrative, financial, and technical structures necessary for implementation. The final deliverable will support the County’s decision-making and ensure compliance with groundwater sustainability requirements while enabling long-term resource management and planning.
