Development of Impact Fee Nexus Study for Traffic Signal Mitigation Major Streets Police and Fire Facilities
The City of Fresno is seeking qualified consulting firms to prepare an updated impact fee nexus study supporting development impact fees for major streets, traffic signal mitigation, and public safety facilities including police and fire services. The selected consultant will conduct comprehensive financial and technical analyses in compliance with the Mitigation Fee Act, incorporating updated population and employment projections, infrastructure cost estimates, and service demand data. The scope includes evaluating historical expenditures, current bond obligations, and calculating appropriate fee structures by land use category. The consultant will collaborate with City staff, engage with relevant departments, and present findings to stakeholders, including the development community, City Administration, and City Council. The study will ensure that development fees are legally defensible, data-driven, and aligned with future infrastructure and service needs, with completion targeted before March 2027.
