Development Review Critical Areas Analysis Services
The City of Kirkland is seeking qualified consultants to provide critical areas analysis services in support of its development review processes. The selected consultant will assist the Planning and Building Department by conducting environmental assessments related to development permits, subdivisions, and capital improvement projects. Services include wetland and stream delineation, habitat assessments, mitigation monitoring, buffer evaluations, and peer review of applicant-submitted environmental reports. The consultant will also review State Environmental Policy Act checklists and collaborate with City staff, regulatory agencies, and stakeholders. The work volume is variable and driven by development activity, with an expected average of three to four projects per month. Additionally, the consultant may support policy development, code updates, and programmatic environmental planning tasks. The City emphasizes environmental protection while maintaining efficient and cost-effective service delivery. The contract is anticipated to run for three years with an optional extension.
