The City of Grants Pass is seeking a qualified consultant to conduct a comprehensive Economic Opportunities Analysis (EOA) and Employment Buildable Lands Inventory (BLI). The purpose of this project is to support updates to the City’s Comprehensive Plan Economic Element in compliance with Oregon Statewide Planning Goal 9. The selected consultant will analyze employment trends, forecast future economic growth, and evaluate land supply and demand for employment uses over a 20-year planning horizon. The scope includes community engagement, economic visioning, and preparation of technical reports such as employment forecasts and land inventory assessments. The final deliverable will include a data-driven EOA document with policy recommendations, land use strategies, and implementation actions to guide long-term economic development. This effort will help the City ensure adequate land availability, support sustainable economic growth, and inform future planning decisions.
