The City of Anaheim Public Utilities Department is seeking qualified consulting firms to provide independent validation, review, and development of its Wholesale Energy Risk Management framework. The selected consultant will evaluate and enhance existing power supply risk management models, including cash flow at risk analysis, and provide recommendations aligned with industry best practices. Additionally, the consultant will review and improve the natural gas risk management program, focusing on hedging strategies, market exposure, and modeling techniques. A significant component of the project includes developing a comprehensive risk management framework for battery energy storage systems, incorporating advanced modeling techniques such as value at risk analysis, lifecycle performance, and operational constraints. The goal is to strengthen Anaheim’s ability to manage financial and operational risks associated with energy procurement and resource planning while ensuring long-term sustainability and regulatory compliance.
