The City of Clovis is seeking qualified environmental consulting firms to provide environmental review services in compliance with the California Environmental Quality Act (CEQA). The purpose of this Request for Qualifications (RFQ) is to establish a pre-approved consultant eligibility list for projects exceeding $35,000. Selected consultants will prepare environmental documentation such as Initial Studies, Negative Declarations, Mitigated Negative Declarations, and Environmental Impact Reports (EIRs) for a range of public and private development, planning, capital, and infrastructure projects. Services may also include technical studies such as air quality analysis, biological assessments, noise evaluations, hydrological studies, and cultural resource investigations. Consultants may be engaged on an as-needed basis, with assignments negotiated individually. The RFQ emphasizes demonstrated experience with CEQA compliance, technical expertise, and the ability to support environmental clearance processes, public outreach, and coordination with stakeholders.
