Evaluation of Pierce County’s Sales and Use Tax for Behavioral Health and Therapeutic Courts
Pierce County is seeking consulting services to conduct a comprehensive evaluation of its Sales and Use Tax program that funds behavioral health services and therapeutic courts. The objective is to assess the efficiency, effectiveness, and overall impact of funded programs and administrative structures. The selected consultant will analyze whether funds are allocated in accordance with legislative requirements, evaluate program outcomes using qualitative and quantitative data, and determine alignment with policy goals such as reducing behavioral health crises, improving access to care, and supporting vulnerable populations. The evaluation will also examine organizational and operational structures, including governance bodies and procurement practices, and compare them with best practices from other jurisdictions.
