The County of Riverside is seeking proposals from qualified independent certified public accountants or accounting firms to provide financial auditing services for its Abandoned Vehicle Abatement (AVA) Program. The selected contractor will conduct comprehensive financial audits to ensure compliance with California Vehicle Code Sections 22710 and 9250.7, as well as other applicable standards, including Generally Accepted Auditing Standards and Government Auditing Standards. The scope includes reviewing revenues, expenditures, fund allocations, and operational compliance across participating jurisdictions. The auditor will also address a backlog of audits dating back to fiscal year 2019–2020 and produce annual audit reports for multiple fiscal years through the contract term. The project emphasizes transparency, accountability, and proper stewardship of public funds. Work will primarily be conducted virtually, with coordination through a County liaison. The resulting contract may include option years extending services through 2030.
