The Sacramento County Employees’ Retirement System (SCERS) is seeking proposals from qualified firms to provide full-service, non-discretionary general investment consulting services. The selected consultant will act as a fiduciary and support the oversight, evaluation, and strategic development of SCERS’ approximately $15.7 billion investment portfolio. Services include advising on asset allocation, conducting asset-liability studies, supporting investment policy development, and assisting with portfolio construction and risk management. The consultant will also perform investment manager searches, due diligence, and ongoing performance monitoring. Additional responsibilities include providing quarterly performance and compliance reports, supporting liquidity analysis, and offering guidance on economic and market conditions. The consultant will work closely with SCERS staff, Board of Retirement, and other specialized consultants to ensure alignment with long-term investment objectives. The engagement also includes training, reporting, and advisory services to enhance governance, transparency, and decision-making processes.
