Housing Capacity Analysis and Housing Element Support Project
The City of Roseville is seeking qualified consultants to conduct a comprehensive housing capacity analysis and provide support for the development of its Housing Element. The project involves evaluating the potential for additional housing units across the city, considering legislative changes such as density bonuses, accessory dwelling units, and redevelopment of underutilized sites. The selected consultant will perform parcel-level or area-level analysis to determine housing capacity, supporting infrastructure planning, utility demand forecasting, and development fee programs. Additionally, the consultant will assist in preparing the City’s 7th Cycle Housing Element, including site inventory analysis, realistic capacity assessments, and compliance with state housing requirements. The scope also includes coordination with City staff, GIS-based data development, stakeholder engagement, and ongoing advisory services. The goal is to enhance the City’s planning capabilities, ensure compliance with evolving housing regulations, and support sustainable urban growth.
