On-Call Dispute Resolution Services for Tribal Affairs, Land Use and Permitting
The State of Washington Department of Commerce is seeking qualified firms to provide on-call mediation and dispute resolution services related to tribal affairs, land use, and permitting under the Growth Management Act. The purpose of this solicitation is to establish a roster of experienced mediators and facilitators who can assist in resolving disputes between federally recognized tribes, local governments, and service providers. These disputes may involve comprehensive planning coordination, land use regulations, zoning, housing siting, and permitting challenges, including issues related to supportive and emergency housing. Contractors will be engaged on a work-order basis to facilitate meetings, guide negotiations, and produce final reports documenting outcomes. Services may be delivered virtually or in person across Washington State. The initiative aims to promote effective communication, collaboration, and timely conflict resolution while respecting legal frameworks, tribal rights, and regional planning requirements.
