Owner Authorized Representative Services to Develop Alternative Project Delivery Methods
The City of Livermore is seeking qualified consulting firms to serve as an Owner Authorized Representative to support the development and implementation of alternative project delivery methods such as Design-Build and Construction Manager General Contractor. The selected consultant will assist the City in establishing procedures, updating municipal codes, developing contract templates, and identifying appropriate capital improvement projects for these delivery methods. The scope includes regulatory compliance, procurement support, risk management, and collaboration with City staff and legal counsel. Additionally, the consultant will help implement these processes and may support pilot projects. The goal is to enhance efficiency, compliance, and effectiveness in delivering public infrastructure projects across facilities, water, wastewater, and other capital programs.
