Pacific Tower Space Utilization Evaluation
The State of Washington Department of Commerce is seeking one qualified contractor to evaluate the short- and long-term facility needs of Pacific Tower in Seattle and recommend how to maximize usage, financial sustainability, and community purpose. The selected firm will conduct a floor-by-floor utilization assessment, develop at least two restacking scenarios, prepare conceptual space diagrams, analyze tenant groupings and revenue opportunities, and assess remodeling options for a former commercial kitchen space. The work also includes financial, operational, and contractual analysis, including review of sublease structures, telework trends, tenant readiness, and the building’s physical and historic constraints. The contractor must collaborate with the Department of Commerce, the Office of Financial Management, the Pacific Hospital Preservation Development Authority, Your Washington, and other stakeholders, then deliver a final report with an executive summary written in plain language to support executive- and policy-level decision-making. Proposals should show a clear workplan for data collection, analysis, stakeholder coordination, and report production within a compressed legislative timeline.
