The City of Modesto is seeking qualified consultants to conduct a comprehensive hydrologic and hydraulic analysis of the Tuolumne River. The project aims to evaluate existing flood conditions, identify and assess mitigation alternatives, and determine the feasibility of implementing flood risk reduction strategies. The selected consultant will perform detailed data collection, including field surveys, regulatory review, and hydrologic modeling using FEMA-compliant standards. The scope includes developing and calibrating hydraulic models, mapping floodplains, and conducting alternatives analysis based on technical, environmental, and economic criteria. Additionally, the consultant will prepare technical memoranda, support regulatory compliance, and develop a master plan with implementation strategies, cost estimates, and funding opportunities. Public outreach and stakeholder engagement are key components and require workshops and coordination with agencies. The overall goal is to reduce flood risks to neighborhoods and critical infrastructure, including the City’s wastewater treatment facilities.
