The City of Salem Public Works Department is seeking qualified consulting firms to serve as Consultants of Record to provide general civil engineering services on a continuing services basis. Through this Request for Proposals, the City intends to establish a pool of pre-qualified engineering firms that can support public works infrastructure projects as needed. Selected consultants will provide services on a project-by-project assignment basis under renewable annual contracts. The scope of services may include engineering studies, project development, design surveys, preliminary and final design, preparation of construction plans and specifications, environmental permitting coordination, bid assistance, and construction management support. Typical projects may involve water, sewer, stormwater, street improvements, pump stations, reservoirs, and other municipal infrastructure. Assignments may vary in size from small utility projects to multi-million-dollar capital improvement projects. The City will use a qualifications-based selection process and may appoint consultants directly for smaller projects or conduct additional proposal processes for larger assignments. This program is intended to provide the City with flexible access to professional engineering expertise to support capital improvement programs and other public works initiatives.
