The City of Hayward is seeking qualified environmental consulting firms to provide on-call services supporting development review and planning processes. The selected consultants will assist the City’s Planning Division by preparing and reviewing environmental documentation in compliance with the California Environmental Quality Act (CEQA) and National Environmental Policy Act (NEPA). Services include preparation of initial studies, environmental impact reports, negative declarations, and technical analyses across areas such as air quality, transportation, biological resources, hydrology, and cultural resources. Consultants will also attend public hearings, provide technical expertise, and support City staff in evaluating environmental impacts of development projects. The intent is to establish a pre-qualified pool of consultants capable of delivering timely, accurate, and legally defensible environmental reviews on an as-needed basis.
