WHAT OTHERS ASKED

8 questions answered

▶

For firms proposing solely on Component 1 – Grant Administration Services, may relevant experience of the proposed project manager/key personnel obtained while employed by public agencies be included as relevant project/program experience under Section 3, Relevant Experience and References, particularly for a newly established consulting firm?

Compliance

▶

For Component 1 – Grant Administration Services, may the services, including biweekly coordination meetings with City staff, be performed remotely, with in-person attendance provided only when specifically requested by the City?

Scope/requirements

▶

For a Component 2-only proposal, please clarify: 1. The RFP estimates 88–100 grant recipients. How many businesses in total must technical assistance serve, and what activities must each complete for eligibility? For the four workshops per month in January–March, what duration and attendance should we price, and what total number and duration of individual advising sessions must be included? 2. Is Russian-language advising support required? If so, what advising, interpretation or translated materials must the contractor supply and fund, versus the City or grant administrator? 3. May individual advising and coordination meetings be remote? Please specify the expected number, location and duration of any required in-person activities. 4. What meeting/reporting frequency, evaluation deliverables, and post-March services, if any, must pricing include through the June 30 contract end?

Scope/requirements

▶

Does the City have a required or anticipated minimum number of one-on-one advising hours per restaurant, or should proposers recommend a service level within the $50,000 Component 2 budget?

Pricing

▶

The RFP references a minimum of four technical-assistance opportunities per month and also a minimum of four group-facilitated workshops per month from January through March 2027. Please confirm whether the City requires at least 12 group workshops, in addition to one-on-one advising.

Scope/requirements

▶

Grant-fund disbursement For Component 1, will the City advance direct grant funds to the selected administrator for distribution, pay recipients directly, or require the administrator to disburse funds and seek reimbursement? If funds will be advanced, what financial controls or separate-account requirements will apply?
