The County of San Luis Obispo is seeking qualified consultants to develop and implement a comprehensive groundwater metering program for non-de minimis users within the San Luis Obispo Valley Groundwater Basin. The project includes designing a metering program aligned with the Sustainable Groundwater Management Act requirements, creating standardized protocols for meter installation, calibration, maintenance, and reporting, and establishing a data management and reporting system. The selected consultant will also conduct stakeholder outreach, coordinate with groundwater sustainability agencies, and facilitate a pilot metering project involving selected wells. The pilot will test technologies, data integration, and operational feasibility over a 12-month period. The overall goal is to improve groundwater extraction measurement, enhance data accuracy, and support long-term basin management decisions. The contract will be time-and-materials based with a not-to-exceed budget, and deliverables include technical plans, reports, training materials, and a final evaluation report.
