The County of San Luis Obispo is seeking qualified consultants to conduct a comprehensive cost-of-service rate study for the San Luis Obispo Valley Groundwater Basin. The purpose of the study is to develop a legally compliant and equitable fee structure to fund groundwater management activities under the Sustainable Groundwater Management Act. The selected consultant will evaluate administrative, operational, and capital costs associated with groundwater sustainability efforts and design a rate structure aligned with Proposition 26 requirements. The work includes stakeholder engagement, cost allocation analysis, development of funding alternatives, and preparation of a final report supporting regulatory fee implementation. The consultant will also facilitate public outreach, workshops, and meetings with stakeholders and governing bodies to ensure transparency and consensus. The final deliverable will support the County in adopting groundwater management fees and integrating them into future fiscal planning and tax assessments.
