Server Education and Engagement Campaign
The State of Oregon, through the Oregon Liquor and Cannabis Commission, is seeking qualified communication consultants to develop and implement a comprehensive server education and engagement campaign. The project focuses on improving outreach, communication, and engagement with licensed alcohol servers across the state, a key stakeholder group with over 160,000 active permit holders. The selected consultant will design a communication and engagement framework aligned with the agency’s mission to promote public health and safety by preventing underage drinking and reducing over-service. Services include development of messaging frameworks, updated graphic assets, and integrated engagement strategies tailored to the Alcohol Service Permit Program. The consultant will also support modernization of outreach approaches, ensuring effective stakeholder engagement through web-based campaigns, marketing automation tools, and social media strategies. Deliverables include communication plans, campaign assets, and stakeholder engagement materials that enhance awareness and participation while reinforcing responsible alcohol service practices.
