Stormwater Management Plan Update
The City of Richland is seeking qualified engineering consultants to prepare an updated Stormwater Management Plan in compliance with Eastern Washington Phase II Municipal Stormwater Permit requirements. The project involves a comprehensive evaluation of the City’s existing stormwater infrastructure, including over 154 miles of piping, lift stations, and catch basins. The selected consultant will assess system capacity, operational efficiency, regulatory compliance, and maintenance practices. Key tasks include hydraulic modeling, identification of system deficiencies, development of updated operational and maintenance plans, and creation of capital improvement strategies with 5-year and 10-year planning horizons. The consultant will also evaluate financial sustainability and recommend funding strategies. The updated plan will support regulatory compliance, improve system performance, and guide long-term infrastructure investment and maintenance planning.
