WHAT THEY WANT

(Summarized from the RFP)

The Washington State Health Care Authority (HCA) is issuing this Request for Information (RFI) to gather market intelligence from Pharmacy Benefit Administrators (PBAs), Pharmacy Benefit Managers (PBMs), Third-Party Administrators (TPAs), and related vendors with experience administering large, self-insured public-sector pharmacy benefit programs. The information collected will inform a potential future competitive procurement for pharmacy benefit administration services covering approximately 435,000 members across the Public Employees Benefits Board (PEBB) and School Employees Benefits Board (SEBB) programs, including active employees, non-Medicare retirees, and Medicare retirees enrolled in the Uniform Medical Plan (UMP).

7 questions answered

▶

Could HCA please provide the specific policies, standards, exhibits, documentation, or compliance requirements associated with these references that vendors are expected to comply with, attest to, or support as part of this opportunity?

Compliance

▶

Our team has reviewed Section 3.4, Item G of the RFI regarding public records requests and have a couple of clarifying questions regarding the process. We understand that HCA will notify the bidder if a public records request is received. However, we are unclear what is meant by the statement that a “court order must be obtained if the disclosure is challenged.” Does this mean that a court order would be required if the bidder challenges the proposed disclosure? As a practical matter, if HCA receives a public records request for our RFI response, will HCA provide or disclose a redacted copy based on the information that we properly identified as confidential or proprietary in its response?

Award & contract

▶

For Medicare retirees and dependents included in the RFI, can you confirm that these members should be treated as an RDS arrangement and that respondents should assume the pharmacy benefit administration would generally mirror the commercial population?

Scope/requirements

Would a SIG (Standardized Information Gathering) LITE document and supporting exhibits suffice this request?
