San Bernardino County Department of Risk Management is seeking qualified vendors to provide workers’ compensation utilization review services for its self-insured and self-administered workers’ compensation program. The selected contractor will operate an effective utilization management program that reviews medical treatment requests and Requests for Authorization for medical necessity, appropriateness, and duration of care using the Medical Treatment Utilization Schedule and other evidence-based guidelines. Services include electronic receipt of referrals and medical records, email confirmation of receipt and determinations, timely delivery of utilization review decisions, support from registered nurses and physicians with utilization review experience, staff training, complaint resolution, defense of utilization review recommendations when needed, monthly and quarterly reporting, database access, and coordination with the County’s claims system provider, currently Origami. The contractor must also build and maintain required electronic data links, support regulatory updates, preserve confidentiality, provide records upon request, and deliver up to four days of instructor-led training annually.
