Workforce Innovation and Opportunity Act Adult, Dislocated Worker, Youth, and Economic Security for All
Pacific Mountain Workforce Development Council is seeking one or more qualified sub-recipients to deliver integrated workforce services across its five-county region of Grays Harbor, Lewis, Mason, Pacific, and Thurston counties. The selected provider will operate within PacMtn’s Opportunity Model, a coordinated system that aligns Workforce Innovation and Opportunity Act Title I-B, Economic Security for All, and Community Reinvestment Project funding around employment, wage progression, retention, credential attainment, measurable skill gains, and long-term economic mobility. Services must be delivered through a team-based Career Success Team model that includes Career Pathway Coaches, Eligibility Specialists, and optional Financial Coaches working with PacMtn Industry Talent Partners. The sub-recipient will recruit, enroll, assess, coach, and support participants; determine eligibility; maintain compliant case files and data systems; coordinate with employers and partners; support training and work-based learning; and serve individuals with barriers to employment, including low-income, rural, and justice-involved populations.
