2026 Supportive Housing Notice of Funding Availability
The County of Orange, through Orange County Housing and Community Development, has issued the 2026 Supportive Housing Notice of Funding Availability (NOFA) to solicit proposals for the development of permanent supportive housing for extremely low-income households experiencing homelessness. The program makes approximately $20.9 million in funding available, sourced from the Federal HOME Investment Partnerships Program, the HOME American Rescue Plan Program, Mental Health Services Act and Behavioral Health Services Act funds, 15G Reserves, and Housing Successor Agency funds. Funding will support projects involving acquisition, new construction, or rehabilitation of supportive rental housing developments. The County also offers up to 100 project-based housing vouchers to assist eligible residents. Projects must provide permanent housing with supportive services and prioritize tenants through the County’s Coordinated Entry System. Eligible applicants include nonprofit and for-profit organizations, partnerships, and joint ventures capable of developing and operating supportive housing. Applications are reviewed on a first-come, first-served basis, subject to threshold review, underwriting evaluation, and approval by the County Board of Supervisors.
