2026 Waste Characterization Study
The City of Palo Alto is seeking qualified consultants to conduct a comprehensive waste characterization study of its municipal solid waste stream. The project involves collecting, sorting, and analyzing waste samples across multiple sectors, including residential, commercial, multifamily, and construction and demolition sources. The selected consultant will design and implement statistically valid sampling methodologies, perform detailed material audits, and analyze waste composition by type and weight. The study will compare findings with the City’s 2017 waste characterization study to identify trends and changes in waste generation. Additionally, the consultant will develop visual reports, data summaries, and actionable recommendations to improve waste diversion and recycling efforts. The results will support updates to the City’s Zero Waste Plan and help achieve its goal of diverting 95 percent of waste from landfills by 2030. The scope also includes project management, stakeholder coordination, and preparation of final reports and presentations for public communication.
