HOW TO SUBMIT
Proposals must be submitted electronically via email to SCOBids@sco.ca.gov in at least two separate emails. Email #1 (labeled 'RFP EEOS90326 - PROPOSAL—Company Name' in the subject line) must contain the Technical Proposal in PDF format, formatted for 8.5" x 11" paper with all pages consecutively numbered and required elements clearly identified in sequence. Minimum Qualifications workbooks must be submitted in Excel format. Email #2 (labeled 'RFP EEOS90326 - COST—DO NOT OPEN' in the subject line) must contain only the Cost Worksheet (Attachment 20) and must remain sealed and separate until the public cost opening. Each email must not exceed 20 megabytes; if the file size is exceeded, the proposal must be split across multiple emails. Emails must not contain scripts, password protections, executable files, macros, or embedded links to external sources — all documents must be contained within the submitted PDF. Proposals containing external links will be rejected. An authorized individual must sign all documents requiring a signature, including Attachment 2 (Proposal/Proposer Certification Sheet); unsigned proposals will be rejected. Late submissions will not be accepted under any circumstances.
