Actuarial Services
The State of Idaho Division of Purchasing, on behalf of the Department of Health and Welfare, is soliciting proposals from qualified actuarial firms to provide comprehensive actuarial and consulting services supporting Idaho Medicaid managed care programs. The selected contractor will develop, certify, and support actuarially sound capitation rates for new and existing managed care organization programs, including implementation of comprehensive managed care as directed by Idaho House Bill 345 (2025). Services include rate development and certification in compliance with federal regulations (42 Code of Federal Regulations Part 438), actuarial soundness testing, state-directed payment program design, forecasting, Medicaid budget modeling, financial and risk analysis, waiver and state plan amendment support, and policy advisory services. The contractor will also provide dashboard reporting, quarterly and annual certifications, stakeholder and legislative support, training, quality assurance reporting, and transition planning. The contract will play a critical role in supporting Idaho Medicaid’s financial sustainability, regulatory compliance, and managed care transformation efforts.
