Affordable Housing Development
The City of Santa Ana is soliciting proposals from qualified developers and organizations to support the acquisition, rehabilitation, adaptive reuse, conversion, and new construction of affordable housing projects throughout the city. The Request for Proposals seeks projects that expand affordable rental and homeownership opportunities for low-, very low-, and extremely low-income households, including special needs populations. Priority consideration will be given to acquisition and rehabilitation projects with long-term affordability covenants, homeownership developments, and by-right or shovel-ready projects that can begin construction quickly. Funding sources include Inclusionary Housing Funds, HOME Investment Partnerships Program funds, HOME-American Rescue Plan funds, and Housing Successor Agency funds totaling approximately $17.5 million. The City intends to leverage additional outside financing sources such as Low Income Housing Tax Credits and state housing programs. Selected developers must demonstrate affordable housing experience, financial capacity, community engagement capabilities, and compliance with labor and workforce requirements.
