Affordable Housing Study
The State of Washington Office of the Insurance Commissioner is seeking a contractor to study how nonprofit organizations and government entities that sponsor permanently affordable homeownership projects can use insurance coverage options and other approaches to reduce condominium construction defect liability-related costs while maintaining comparable access to insurance. Work includes collecting and analyzing relevant findings from prior insurance market studies released on or after December 31, 2017, and obtaining information and data from entities transacting insurance in Washington, with plans for protecting confidential and privileged data. The contractor will produce an actuarial analysis comparing defect liability risk pools for sponsors to those of for-profit condominium production, sale, and ownership, and provide policy recommendations. The contractor will also analyze the roles the Insurance Commissioner and insurers can play in lowering these insurance costs and recommend current or new insurance mechanisms that could reduce costs for sponsors. Status reports are required at least every two weeks, and the contractor may need to present findings to legislators during Washington State Legislative Committee Days in December 2026.
