Alameda County Housing Resource Centers
The County of Alameda, through Alameda County Health – Housing and Homelessness Services, is seeking qualified community-based organizations to operate Housing Resource Centers (HRCs) as part of the County’s Homeless Response System. HRCs serve as the primary access points for Coordinated Entry services and provide comprehensive, trauma-informed support to individuals and families experiencing or at risk of homelessness. Selected contractors will deliver eight core service categories, including homelessness prevention, housing problem solving, coordinated entry access and assessment, targeted outreach, referrals to community-based services, housing education and counseling, employment and workforce resources, and healthcare navigation. The County anticipates awarding a minimum of 6 contracts for an initial one-year term, with options to renew. Services must be delivered at brick-and-mortar locations across Alameda County regions and include outreach and drop-in hours. The goal is to improve system access, expand prevention services, and reduce homelessness through coordinated, data-driven, and person-centered interventions.
