Alternative Dispute Resolution Actuarial Services
The City of Oakland Human Resources Department, Risk Management Division, is seeking a qualified actuarial consulting firm to evaluate the performance and cost-effectiveness of the City of Oakland and Oakland Police Officers’ Association Workers’ Compensation Alternative Dispute Prevention and Resolution Program. The selected consultant will conduct ongoing actuarial analysis over a five-year period, examining annual claims cost trends and comparing program performance against comparable departments and similar alternative dispute resolution programs. Services include measuring program effectiveness, calculating annual cost savings, maintaining performance records, and preparing annual actuarial reports. The consultant will also provide expert consultation and presentations of draft and final reports, as well as respond to related inquiries. The engagement emphasizes analytical rigor, benchmarking, financial forecasting, and strategic insight to support the City’s risk management and workers’ compensation decision-making processes.
