The City of Santa Ana is seeking qualified contractors to design, develop, and deliver a full-scale Community Emergency Response Team (CERT) Mutual Aid Program (CMAP) exercise drill under the Anaheim/Santa Ana Urban Area homeland security framework. The project involves planning and executing a functional training exercise for 60 to 100 CERT volunteers across Orange County, focusing on emergency preparedness, coordination, and response capabilities. The selected contractor will develop exercise scenarios, facilitate training stations, coordinate logistics, and produce required documentation including after-action reports and improvement plans. The exercise must align with federal guidelines such as the Homeland Security Exercise and Evaluation Program (HSEEP), National Incident Management System (NIMS), and FEMA requirements. The goal is to enhance regional readiness for disaster response, improve interagency coordination, and strengthen capabilities to prevent, respond to, and recover from acts of terrorism or large-scale emergencies.
