The County of San Mateo, on behalf of San Mateo Medical Center, is seeking proposals from qualified vendors to provide a secure Archive Remit and Claim Repository solution. The selected vendor will implement and maintain a secure file repository for archived electronic healthcare claims (837 files) and electronic remittances (835 files), including both standard ANSI ASC X12 and non-standard formats. The system must enable advanced search functionality based on multiple data fields, provide access to raw Electronic Data Interchange file images, and generate human-readable summaries. The solution must support export of search results in Excel and CSV formats and comply with data retention schedules in accordance with County and California regulatory requirements, including secure data destruction. Vendors must meet strict cybersecurity, compliance, and confidentiality standards, including United States-based personnel, annual security training, incident response protocols, audit logging, SAML version 2.0 compliance for Okta integration, multi-factor authentication, and adherence to least-privilege access controls.
