The City of San Diego is seeking qualified consulting firms to provide as-needed assessment engineering and special district administration services for its Maintenance Assessment Districts (MADs). The selected consultant will support the formation of new districts, administration of existing districts, and preparation of annual assessment reports in compliance with applicable state laws and municipal codes. Services include maintaining parcel databases, calculating annual assessment levies, conducting feasibility studies, preparing engineer’s reports, and assisting with public engagement processes such as hearings and community meetings. The consultant will also support assessment enrollment, subdivision research, and tax roll coordination with the County. Additionally, the scope includes advisory services on assessment methodologies, district boundary evaluations, and ongoing operational support.
