WHAT THEY WANT
(Summarized from the RFP)
The County of San Diego, through the Office of the Assessor/Recorder/County Clerk, is seeking a comprehensive, fully integrated Software-as-a-Service Assessor Replacement System to replace its legacy mainframe, AS-400 system and related add-on applications. The County wants a proven, production-status commercial off-the-shelf product that is hosted, managed, maintained and configured entirely by the contractor and reached through a standard web browser, with no County-managed infrastructure.

HOW TO SUBMIT
Select "Participate in RFx" for the solicitation in the County's BuyNet portal, then upload the complete original proposal through BuyNet as PDF files, with each exhibit in its own clearly named file and pages numbered consecutively within each exhibit. Questions go to the Contracting Officer through the BuyNet Discussions function. Pages must print on 8.5 by 11 inch paper in 11-point font with half-inch margins, signed by hand and scanned (electronic or digital signatures are not accepted). All pricing belongs only in the Cost/Price exhibit, and confidential material goes in a separately labeled Confidential/Proprietary exhibit with a signed nondisclosure indemnification agreement. Only if BuyNet cannot be used, deliver electronic files on CD/DVD or a printed proposal to the Department of Purchasing and Contracting front desk, marked with RFP number 13460 on the outside of the packaging.
