Below-Market-Rate Housing Program Administration
The City of Novato is seeking a qualified consultant to administer its Below-Market-Rate housing program annually. The selected consultant will serve as the primary administrator for both ownership- and rental-affordable housing units, ensuring compliance with local, state, and federal regulations. Services include managing applicant inquiries, maintaining waiting lists and lottery systems, conducting outreach and marketing, facilitating the purchase and resale of affordable units, coordinating escrow and deed restrictions, and overseeing tenant income recertification. The consultant will also monitor rental units for compliance with affordability limits, support program appeals, and provide recommendations for improving policies and procedures. The program currently includes more than 1,000 deed-restricted affordable units across the city. The initial contract is expected to cover Fiscal Year 2026–2027, with options for annual extensions for up to four years.
