Business Fee Assistance Pilot Program Development
The City of Anaheim is seeking a qualified consulting firm to design and develop a Business Fee Assistance Pilot Program aimed at supporting business attraction, expansion, and retention within high-impact industry sectors. Target sectors include advanced manufacturing, medical technology, semiconductors, aerospace, clean energy, healthcare, and life sciences. The selected consultant will conduct industry research and benchmarking to validate priority sectors, design program eligibility criteria and application procedures, and establish fiscal strategies to ensure the program’s sustainability. Additional responsibilities include evaluating comparable incentive programs in peer jurisdictions, defining performance metrics, and developing a clear implementation framework that City departments can administer. Outreach strategies will be developed to attract participation from eligible businesses while aligning with Anaheim’s broader economic development and workforce objectives. The program prioritizes projects that benefit disinvested communities and promote inclusive hiring practices.
