CAL FIRE Learning & Records Management Modernization Project
The California Department of Forestry and Fire Protection is soliciting proposals for a comprehensive modernization of its Learning Management System and Records Management System. The project seeks to implement a scalable, enterprise-grade platform capable of supporting more than 15,000 users statewide, with projected workforce growth over the next five years. The selected contractor will provide system configuration, data migration of over one million historical learning records, integration with internal and third-party systems, mobile and offline functionality, reporting dashboards, and compliance tracking. The solution must support instructor-led, online, blended, and field-based training; credentialing pathways; recurrency alerts; and audit-ready documentation. The system must comply with the State of California security and accessibility standards and integrate with human resources, qualification tracking, and external regulatory systems. The contractor will also provide training, knowledge transfer, and ongoing support to ensure long-term sustainability and operational readiness.
