CalWORKs Expanded Subsidized Employment Program
The County of San Luis Obispo is seeking qualified service providers to design and operate an Expanded Subsidized Employment (ESE) Program for eligible CalWORKs participants. The program is intended to support Welfare-to-Work participants through structured employment pathways that include job-readiness training, assessments, case management, and subsidized employment placements. The selected contractor will be responsible for delivering comprehensive services, including participant assessments, training programs, job placement coordination, and ongoing performance monitoring. A key objective is to help participants overcome employment barriers and transition into long-term, unsubsidized employment. The program also includes a Job Readiness and Retention component that covers resume development, interviewing, and workplace skills. Contractors must demonstrate strong experience managing federally and state-funded programs while maximizing direct participant services and minimizing administrative overhead. The initiative aligns with state workforce development strategies and aims to improve employment outcomes for low-income individuals.
