Cannabis Social Equity Technical Assistance Grant Program Administration

The State of Washington Department of Commerce is seeking a qualified contractor to administer the Cannabis Social Equity Technical Assistance Grant Program under Senate Bill 5080. The selected contractor will manage all aspects of program development and grant administration, including application design, outreach, eligibility verification, scoring, award selection in collaboration with Commerce, fraud prevention, and fund disbursement. The contractor will also provide technical assistance to Social Equity Applicants identified by the Washington State Liquor and Cannabis Board, including business planning, financial management, compliance training, licensing support, and mentorship coordination. Responsibilities include developing a secure grant portal, maintaining data security standards in compliance with state requirements, delivering required tax documentation, and establishing a mentorship roster of industry professionals. The goal of the program is to reduce barriers to entry in the cannabis industry for individuals disproportionately impacted by cannabis-related law enforcement and to diversify cannabis retail ownership statewide.
