WHAT THEY WANT
(Summarized from the RFP)
The Washington State Employment Security Department, through Career Connect Washington, is seeking proposals from qualified organizations and partnerships to serve as Program Builders for the National Oceanic and Atmospheric Administration Climate Resilience Regional Challenge. Selected Program Builders will develop, expand, or enhance career-connected learning programs that build coastal resilience career pathways and prepare Washington residents for climate resilience and adaptation work. Appendix D Section 4.3 states that consultation or planned coordination with Regional Networks, Sector Leaders, Local Workforce Development Boards, apprenticeship partners, labor partners, educational partners, and other workforce partners may demonstrate regional or sector alignment. The RFP cover page also states that communication with other CCW employees and members in relation to this RFP may result in disqualification. Please clarify whether a prospective bidder may contact these organizations solely for purposes of exploring participation as a proposal partner, obtaining a letter of commitment, validating employer/workforce needs, or discussing a prospective partner role, provided that the bidder does not seek interpretation of the solicitation or other procurement guidance from them. If such outreach is permitted, please identify whether any categories of CCW-affiliated organizations should not be contacted during the solicitation period.

Because the RFP identifies the Procurement Coordinators as the sole point of contact, may prospective bidders contact potential education, employer, community, workforce, and coastal-resilience partners during proposal development? Are there restrictions involving organizations that participate in the broader CCW network?

Section 1.1 of the RFP indicates that proposals may address a broad range of coastal resilience workforce needs and need not be tied to specific CRRC-funded restoration or infrastructure projects. To clarify: Will proposals that demonstrate a direct connection to specific CRRC-funded projects receive additional consideration in scoring under Appendix D, Section 1.2, or in ESD’s portfolio review for “alignment with NOAA CRRC and CCW goals” under Section 1.5 (Multiple Awards)? Section 1.9 lists the ability to work with NOAA CRRC partners as a preferred bidder qualification. Will ESD provide a list of CRRC-funded projects, lead organizations, or points of contact? During the solicitation period, may Bidders contact Ecology or other CRRC project leads to explore partnerships without violating the sole-point-of-contact restriction on the RFP cover page?
