Child Welfare Basic Needs Support Services Pilot
The State of Washington Department of Children, Youth, and Families is seeking qualified nonprofit contractors to provide Basic Needs Support Services to families involved in the child welfare system. The pilot program is designed to reduce material hardship and prevent further child welfare involvement by connecting families to essential economic supports. Contractors will conduct basic needs assessments, develop case plans, and provide ongoing resource navigation to help families access housing, food, childcare, transportation, healthcare, and other supports. Services include regular check-ins, assistance with applications and referrals, and distribution of concrete goods such as groceries, diapers, rent payments, or utilities to address immediate hardships. The program will use a hybrid model with both in-person and remote service delivery. The state intends to award multiple contracts to nonprofit organizations with experience providing resource navigation and basic needs assistance, with the goal of strengthening family stability and reducing the risk of child neglect or out-of-home placement.
